Not really the most feasible route to take to track someone. Cookies are a good way to check a person's preferences/settings, sites and pages you've visited, interactions with those sites and whatnot, but if someone wanted to track you, there's far better ways to go about it, other than tracking cookies.

Cookies are stored locally. If Google (e.g., Google Analytics), for example, is subpoenaed by a three letter agency, they can get data that'd show your browsing habits, based on your cookies, that's if you've interacted with Google's cookies. If you're bothered, I'd probably disable cookies and even JS, or use Tails. It'll break sites, but yeah. For the paranoid.
