How much of the entire voting power a validator has (% of the total CRO in delegation), uptime is how much of the validator’s lifetime has been spent successfully operating (%, higher is better)

In a way, yes — But you want to pick a validator with a lower voting %, and high uptime % This way, you give your votes to the less represented validator who runs a tight ship — Instead of giving votes to the validators who already have a ton of them
