How does the cdc Visa card work abroad? For example,

I’m from the UK and travelling to France in the next couple weeks. Is it best to top up euro as well as my gbp balance? Will it just use the euros? Or do I just leave it and take the conversion hit

You have to take the conversion hit anyways.. the only difference is if you decide to take it directly while paying (so you pay with a GBP currency which get transformed in EUR) or if you take it prior to that changing GBP cash in EUR and also change the currency of the card to EUR just for you permanence there and topup EUR on your Visa card.. CDC doesn't charge you extra if you decide to take the 1st option
