Yes, if the bot is running code developed by you. No if the bot is being ‘driven’ by some other service, such as a chatbot building tool.

thank you, what kind of chatbot building tools out there? Never heard of it. But they probably runs them on their own server
Yes, some thing has to run on a server for a live bot that reacts to incoming messages. If you just want to send outgoing messages and you know the Telegram chat id upfront, you don’t need a server. Regarding tools, it depends what you want your bot to do. There are different tools for different use cases.
