Does editMessageReplyMarkup have the same rate limit as edit message?

I.e. is there any way to allow a menu to be pressed more than 20 times per minute in a group? That seems such a nightmarishly slow user interaction :(

How does it handle editing? It has a bit of a lag, but it seems like maybe it updates more frequently? I'm not sure. Is it open source?

keep a cache, call edit api after the retry-after seconds passed.
