The biggest bots on telegram manage to deal with these limits. You need to implement rate limiting in your bot.

1) Who the hell needs three messages per second? That's literally spamming 2) limits are 20 messages per group, so 1 message every three seconds. Not three per second.

Many many bots want that but cuz of your super low limitation, bots must react very slowly for 20 or more people requesting data frm bot..

"your super low limitation" We have nothing to do with Telegram development. Also I think you still did not fully understand the limits. It's 30 messages per second (to different chats). And 20 messages per minute per group. Best would be to send only one message per second per chat. And one message per second per chat is pretty much what 99.9999% of bots need. people don't mind waiting a second for a reply.
