Use recovery methods, or if none of them availble, and
account really belongs to you, then you probabily have the phone number so delete old account and create a new one using that number. If the guy set 2FA then you have to wait for 7 days for account deletion request.
another option is recover(?)@telegram.org mail and describe your issue.
If still not able to get, then sorry this topic is beyond the scope of this group.
