Using webhooks, is there a way to verify authenticity of
the message? Maybe a list of IP ranges to expect requests from?

I think they removed this IP limit? Since newest update you can/should use secret_token to verify authenticity

I think I getting wrong ip from the load balancer log. the incoming ip is same as telegram advertised on their website
