I know this aint related to bot talk but i
dont know where is the proper place to ask nor to find it
but how can i recover my stolen telegram account?
looks like they changed everything

You can check if the phone number is still being used if you try to login with your phone. If you can't it means the phone number is still being used. As you are asking here i bet you already tried and you couldn't join. Next step is Telegram Support. Go to Settings > Help > Ask a question. There you can open a private chat with the support account. Follow the steps to talk to a human and explain your case with EVERY LITTLE DETAIL. Such as, if you had 2FA password, the phone number, your user_id if you know, the username, last IP where you logged in, what device you last logged in.... everything. If TS doesn't reply back in a reasonable time poke them from time to time... In case they can't do anything you'll have to force your account to be deleted.
