That's not the point, you're still not forgotten by the bot, you just have no way to contact them because you did not save their userid but technically speaking bot still could message you

How’s that?
Because if you pressed start and never blocked the bot, as a user, you have zero certainty on what's happening in the backend. You could still be messaged at any time. There's no way to make bot forget you. Even if you block the bot, you get a different error than you would have if the user never started it in the first place
