No, that's not possible. If your bot is admin in the channels you can check the member list if the user is a member of the channel already.

well yes it is
1) This group is about bot development, not client development. While user bots are certainly a thing, this group mainly focusses on the bot API 2) the person requesting is very likely trying to check if a user of the bot also joined a certain channel. They can't log into the user's account to check that.

oh i can't get tha API KEY, I'm from Iran and telegram site is banned here when i try to access a API key with turned on VPN it gaves me ERROR alert in page
