It is possible to forward a bot message to another
chat by same bot
(i mean bot can send message to chat A and forward it to chat B )
but is it possible to forward message from another bot? Can one bot see messages from another bot?

only in Channels, if you are using api.telegram.org
Bot cannot read other bot message in private/group but it can read in channel
Yes, You can send message to chat a and then forward that message from chat a to b
Yes, You can send message to chat A and then forward it to Chat B
