Well yes but no. If you pass video id to sendDocument, it will send the video as a video. So yes, you can pass file_id to sendDocument but no, it wont send it as a file

Well it began working fine after the chat was put in my cache. Since telegram chat ids are not generated randomly (afaik) this is probably made to stop crawling. If you have a public link - here you go. But if you just want to scan chats by ids - invalid request
