They remove the account. Not the actual backend of the bot
So telegram has a report function if a bot does not have a stop function and fails to stop. Telegram can add option to report this behaviour and remove the account of the bot. Easy.

He want's to enforce that bot devs get forced to manage /stop commands
in that case suggestions.telegram.org is the way
I thought it was able to have a policy to force code into a bot to have stop functionality.
we can't do anything about that tbh but yeah i guess having a discussion about it here is fine
I am not a programmer but i am annoyed by rogue bots so i tried my best to find a solution here to the best of my ability. Anyway i know more now. Thanks.
