If you send a file and delete it. when will
it actually get deleted from telegram server?
if you upload file, record its file id, then delete it. it's still accessible with file id.

No one knows, but they written so,ewhere it will get deleted from the server eventually, when there are no active links to the data anymore. But it could be a lie and stuff don't ever get deleted until replaced by new content if no links exists.

ye. file id is too long but length of unique file id is pretty small, it may overlap randomly perhaps.
