I am not sure if this actually is the right

place to ask, but I have a lot of confusion about reports, content moderation, media, and very large bots.

I was wondering how any bot with user generated content is scalable if a single report can ban the entire bot. Bots like rose must get thousands of reports per day but they never get banned.

I had asked in rose support a while ago and they said since rose doesn't actually stores files (it sends them with fileId via media in existing message)it can't be reported. But telegram doesn't have any way to know how a file was sent? it just sees media

That’s incorrect. Telegram knows everything about how a file was sent. It knows the client, the mime type, and who sent it.
