What do you mean by a timer?

User has countdown timer which starts in some condition in chat, I know it's possible to do it with edit_message but maybe there is more efficient and request safe method?

If you want to make it edit message each second, it's a bad idea. You gonna hit the limits very, very soon. Better just record an end date and edit based on time left
