Do gauge proposals usually "just happen" if you create one
that meet the eligibility criteria? I'm looking here https://gov.curve.fi/c/gauge-proposals/11 and it's hard to tell what goes on behind the scenes.
Do the projects desiring the gauge have to do the promotions/awareness/politics and persuade other projects with vast holdings of veCRV to vote?

yes that is usually the case. gauge votes dont come around for free. you're going to need to ask for votes. you can of course always directly incentivise the pools.
Early on, it was encouraged that teams push a proposal while also submitted a thread on gov following the template. This creates a nice forum for dialogue where potential voters could discuss and ask questions and the team directly answer them.
