Is it possible to unblock a blocked telegram bot user?

Perhaps, if you send an email to abuse@telegram.org and they determine that your request is pertinent, they will surely lift the ban. By the way most of the time they just ignore such requests.

First clear your statement about telegram bot user is it telegram bot or telegram user If bot then yes you can unblock it just start the bot once again If user than there's an option called unblock the unblock button is clearly visible when you open his/her chat
