If the fees are paid in fiat, how many tokens does it lock up? I.e say a company is paying $10,000 in fees, and QNT is worth $50,000 per token, do they lock up 1/5 of a token?

I.e if you want me to process 1bn transactions, who decides what I get paid for that?
