should the bot have access to previous messages?

can it be that the message the user replies to is sent before the bot was added to chat?
can bot listen to when a chat member was promoted/removed as admin?
hey, can I run a local telegram server for development? maybe create some dummy accounts and make them do stuff?
why when someone replies to someone with a bot command I dont always get the reply_to_message object? when this happens I need to exit the chat, enter back and reply again
