PageView doesnt work with mouse drag on web /linux How can i fix that ?

when the value of the notifer is changed it is not updated on the screen and stays with the same image why ?

my teacher said that to send a full buffer( cwin ) take one RTT not matter what is his size and if it was changed why is this right ? this is computer comm
