You need to provide more information ... Do you want that when you are updating a DB record, it only makes a change if the new data is different from the old data?
What DB are you using? synchronisation tools tend to be DB specific ... The DB's themselves might have rudimentary capabilities to allow synchronising

What are you connecting to and do you have a way to test it (another computer, maybe running another OS like windows)?
