Recap token number is price of WAVES/BR, so if

WAVES is 10 USDN BR 0.98 I will get 10.2 Recap token, no fee paid. Looks to me that when BR<1 is zero fee for NSBT. Keeping BR in the range between 1 and 0.98 means zero income for NSBT. For ppl with millions will be easy to move BR in that range, buy Recap token when BR is 0.98 and sell when BR is 1 for a quick 2%. Can a BOT do it? To me sound that the Recap token working in this way means no more passive income for NSBT. And maybe is the reason why they are speaking to phase out NSBT. Where am I wrong?
