In addition to the aforementioned, third country nationals, for example Russian citizens, who have a residence permit or a D-visa issued by another Schengen state, can transit through Finland to the country issuing residence permit or D-visa. Due to COVID-19 restrictions, transit for a person travelling with D-visa is only allowed when returning to the country, that has issued the D-visa (a single trip). https://raja.fi/en/guidelines-for-border-traffic-during-pandemic#3externalborder
