Why CEO of Kyberswap is not punished like Do KWon

This wasn't a mismanagement of funds or carelessness, this was an attack on the prtocol. Would it be good if you're punished because thieves broke into your house and hurt your family or stole from them?

Basically the CEO has no offences, so he can't be punished, this was an attack on DeFi, him, his team, and the entire community.

well.. I don't know only if we can really see that 1. CEO was intentionally involved in making a vulnerability 2. He actually benefitted from it somehow I don't we have any reason to believe 1 or 2. We can also talk about carelessness and negligence.. but I also don't think we have reason to believe that
