Who is going to fund this "council"? How is this council going to be selected or voted in? How is this council going to be seen as having superior judgement to all the devs, and all the hodlers, and all the users...?

The only such council I would regard as trustworthy enough would be.... if it was made up only of the original scientists and founders of Zcash, and nobody else.
