It is literally the same exact code, but different network. Ethereum HEX is the original, Pulsechain HEX is its fork on May 11th 2023.

I haven't been using that frontend for ages, but from what I hear, it's been buggy lately, though I think it has been fixed yesterday. Anyway, with 6 or 7 other frontends, I don't think anyone cares. Too many options too chose from.
