It is referred to as an "incentivized canary network" which is a concept unique to the Polkadot and Kusama ecosystem. Its purpose its to be able to test code under real economic stress. Code that is updated to Polkadot MainNet has to be completely tested and audited. Moonriver is deployed on Kusama, which is a cousin network of Polkadot. Kusama has faster governance parameters and lower barriers to entry, making it a perfect environment for deploying and testing new code under real economic conditions. So, while Moonriver serves a similar purpose to a testnet or staging environment in that it is used for testing, it is also a fully functional, value-bearing network in its own right. It's more accurate to think of Moonriver as a "canary network" rather than a testnet or staging environment.
The canary is the alerts of the miners when there are excess of monoxides…by definition…!
