VIP-284 Risk Parameters Adjustments (FDUSD, USDT, WBETH) This VIP will perform

the following Risk Parameter actions as per Chaos Labs’ latest recommendations in this Venus community forum publication: Risk Parameter Updates 04/01/24.

- FDUSD (Core pool)
- Increase borrow cap, from 16M FDUSD to 24M FDUSD
- USDT (Core pool)
- Increase supply cap, from 400M USDT to 500M USDT
- Increase borrow cap, from 300M USDT to 450M USDT
- WBETH (Core pool)
- Increase borrow cap, from 8K WBETH to 16K WBETH

Yes, But I think it's still at a low level. While the FDUSD is now contrbuting only $3K profit to Venus per day in launch pool period. We have to cherish the bull market and let FDUSD make more profit as we can.

I think it's time to make big change to Fdusd. the supply cap is too low at least, it should be 50M or 100M. As it's a stable coin which binance supported strongly. It's position just like BUSD. Why we set so low cap in both supply and borrow.....
