They probably realized ethereum was never going to work so they were forced to look around. Because of the governing council they didn't have to go far

Yes Hedera is only enterprise grade network really, all others have some problem either with SEC or high fees or scaling or reputation wise or all together.

Maybe building on Ethereum was a distraction while they worked with Hedera. If we hear an announcement from Blackrock that Ethereum is unusable because of speed, security, or most likely, fees and that they are moving it all to Hedera, things will change drastically over night.
