Open terminal where you have the .deb file and type

sudo dpkg -i linux-deb-piratewallet-lite-v1.0.10.deb

You would have to open the .deb file with GDebi application. Or install it from Terminal using sudo dpkg -i file.deb

You are currently in the wrong folder in Terminal. You need to get to Downloads folder first.
