Do you know: in Russia you are not allowed to sell scrap steel for cash. Only bank (debit/credit) card. Only KYC. No bank card (or if you were blocked/arrested card) - no money.

1. I said: scrap steel, not copper. You can't extract steel from cables. 2. What prevents someone from buying aluminum cables (most of the outdoor cables in Russia are made from aluminum) from poor/drug addicted people (what we call "бомжи"), then melt it into a different shape (aluminum is relatively easy to melt)(for example, to a pulley or a piston) and then sell for digital fiat? How can you prevent this kind of chain by imposing a bank card (I'm not saying how you prevent it with other tools or methods)?

Yeah, you never lived in a CIS country. Anything metal is liable to get stolen. This is why there is no handle (or toilet bowl) in a "stalin-express" train shitter.

I bet those who steal steel to sell it as scrap are still able to find ways to bypass that "bank card KYC', by using "drops" from the ex-USSR ....stan countries.

But then the scrap yard needs to be actively participating in the act. They can't just claim ignorance since the first thing the police will do is check all the local yards for big pieces of steel from a 12m pylon.
