I agree with this but i def feel like its a situation at the moment of here some docs go figure it out. We should look at making some tutorial videos that walk folks through the process and explain how they need to bring a proposal from idea to something that can be voted on chain.

Creating a governance proposal is currently a clunky process. Right now the only workable way is to use cleos which is super error prone. Going through the process of creating the proposal we are about to submit for BP missed blocks, we discovered an issue with Telos Explorer that prevented some data being able to submit to the smart contract. https://app.telos.net currently only offers a way to vote but not create proposals. Additionally it doesn’t show all of the governance docs and has broken links to IPFS files that no longer exist. We recently uploaded the regproducer and various arbitration documents and will work with the TCD to have those links updated. I think there is an opportunity to remove redundancy and retire this site by building a voting interface directly into Telos explorer. Detroit Ledger Tech would love to take up that task if there was community support for it. We’re also planning on submitting proposals to remove arbitration from the core governance documents because of lack of support/never used, which should make the TBNOA much more readable/understandable in general.
