Why would anyone send an IBC transaction via the cosmos

hub, when it can be send directly to their destination blockchains instead?

I thought IBC meant two blockchains could send tokens and data to one another without the use of the hub by default - is that not the case? They would need to manually set up relayers?

It's possible. You can connect other chains directly or you can route txs through Hub
