Thanks but was told that prior sgn stakers can capture liquidity fees but many have unstake and restake?

That is for bridge fees, yes would require you to unstake and retake once updated SGN is released. At the moment it's not released yet so nothing to be done currently.

No. You can provide it to one chain. As your eth get used they'll move to different chains

Not necessary. Can just deposit on one chain but do note it will get spread across multiple chains over time.
