It depends if you're keeping JavaScript fully off. if you don't have JS fully disabled, unless you mask your device fingerprint, your device fingerprint (if not in a VM) technically is pretty identifiable

Really it is any browser because as long as you have Tor w/ JS enabled on a machine with a normal browser w/ JS enabled, it is relatively easy to piece together the fingerprints. The best ways to mask it are paid solutions
