So, here's the deal. To do smart contract action, you

have to use gas fee. This gas fee is the staked CPU in wax chain. Every action consumed some ms of your allocated/staked CPU. Now, the accounts you've found above clearly violate this basis rule. How? We're not sure. I've asked wax team to investigate further.
