The issue is where there's a commercial component to the usage - e.g. selling stickers, selling collectible toys. ISTR (and I could be wrong about this - I wasn't directly involved in that conversation) that we were happy to approve a license for the sticker store but it would have required that the person identify themselves, and they didn't want to do that.

Yeah, I haven't read the fine print, but clearly this isn't broad enough. Projects like stickers or this one keep getting shot down.
