we dont know what the quorum is, so we dont know if its not hit or not. in the past some votes have hit less then 1m votes and have been acted on.
We recently made the quorum formal on snapshot so that it is enforced on every vote rather than a soft quorum rule that was described in the gov forum. The quorum is live for all votes AFTER FIP 43. When we added the quorum feature into snapshot, it retroactively added the quorum to every previous vote as well, including FIP 43 which was in the middle of a vote at the time. Snapshot doesn't let you add settings without applying it to every previous vote for some reason. So 43 is fine to pass. But every other post, the quorum is now displayed clearly. The quorum is defined in the governance forum. It is 5% of all eligible votes for FIPs and 10% of all eligible votes for protocol-level proposals.
so the $25m for CVX also failed to pass? with 3.9m votes
It appears so. I personally don't have a lot of time to monitor every single governance vote so I hadn't been looking closely. The 25m fund vote seems to have passed though.
