Built on public or private hedera tech?
Emtech is a digital currency consulting firm. So they don’t build directly but advise governments. They have been close to Hedera for a long time and presumably recommend Hedera and Hashgraph

So the advise to US government could be: launch the US digital dollar on the private or public Hedera 😀

We don’t know. These are internal governmental discussions that in most cases haven’t not even decided on a cbdc plan yet.
So what is project New Dawn then, between Emtech and Federal Reserve
Private ledgers likely to be Hyperledger or Corda or Eth. But Hashgraph very likely to be public component. Makes perfect sense…and I am pretty sure it’s a scenario EMTECH consider ideal….
I think New Dawn was more of a proposal than a partnership.
Consensus definitely public but network can be private because it not good if you can see the transaction details of what account own how much if it is adopted, it like saying I can see your bank account In public
