Basically: 1. we were seeing that Fuel production was becoming the primary mechanic for the valuation of land, even though most other land sales have been about rarity, putting something concrete like Fuel production in place, seemed to downplay the benefits of rarity 2. although the ability to get to the optimal state quicker and pivot faster was a benefit of higher tier lands, the overall production (including landmarks and additional sites) wasn't balancing out against the value calculations from 1 Rather than subtle hard to calculate differences, or simply adding a bunch more sites (which have their own problems as they consume space), it seemed the obvious solution was to go back to some element of the original proposal where there were overall quality differences between Tiers --- With that in mind the current view is to add the following production boosts for Fuel and Element extraction: T1 - 0% boost T2 - 10% boost over T1 T3 - 20% boost over T1 T4 - 50% Boost over T1 T5 - 100% Boost over T1 When combined with existing site increases per tier, and the landmarks (both as per current design), this gives a 2.5-3.3x boost to overall production from one tier to the next
