1 and 2 did not change the symptom. 3 (Using VPN) resolved the issue, but only after selecting a server in Asia as opposed to NA/EU. Figured that information may be of some use to you in future troubleshooting. Thank you!
Thanks for sharing! Which VPN client did you use? That will also make a significant difference, since VPN providers use different IP blocks.
In this case the VPN and country which worked was: ProtonVPN (Free), Set to Japan.
