USD will not decouple, is it because of WAVES' over-collateralization, or what?
A small depeg encourages swaps waves<->usdn that restores the peg. The swap smart contracts sells/buys waves with USDN at USD price, so the person that does the swap can gain with arbitrage between price in USD and price in USDN.

There are other mechanism that sustain the waves collateral. But short answer is not. Banks usually work with a much lower reserve than that.
Yes, it’s introduced with the following relation - you can always (if you have needed amount NSBT locked) make a swap USDN <> WAVES getting the amount counted at the current price pegged to USD.
