Do we have a plan how to handle gauges with

protocols that aren't really contributing? For instance, pretty much all of the Vesper rewards come straight from FXS. I don't see the point of having a partnership with them? They are charging fees on the staked FRAX but barely contributing anything back to FRAX.

There is no downside to having more protocols on gauge… they need to have VeFXS or somehow get VeFXS holders to vote for their gauge in order to get emissions. That process in itself contributes value to FXS as it creates demand for VeFXS. The more gauges the better.
