The purpose of having different % is only for testing purposes for the closed beta (they are fixed though as we don't want the creator fee to change after you purchased your Uniq). This will be renamed to Creator Fee (or Creator Royalties).

I think you mistake marketplace fee and creator fee. The marketplace fee is 2.50% which goes to ultra. The creator fee is set by the creator of the NFT and can be any % they want
