The rebranding happened naturally through voting back in Fall of last year. November. In fact in some respects it's still going on. Decentralized rebranding is far more complicated than centralized sine not any one person makes the decisions. You can see even by the URL that it takes quite some time. As for more details, you have to read the whitepaper top-to-bottom.
