Plenty of US folks bought the link ico. Iirc there was simply a checkbox that you clicked that stated you werent a us citizen, rather than blocking ip addresses or something a bit more beefier. Hudson dropped the ball on that one
So...Chainlink Labs did not offer the ICO to U.S. citizens. If people lied about their citizenship that's not on CLL.
It's pretty dumb but unfortunately not how it works. If it was a security (for the record I don't believe it is), they would get hit for that. Enigma is a good example.
