Ok but that’s a grant, I.e. I would assume some reason (like the foundation) for the purpose of improving the hedera ecosystem. How does selling it at a huge discount to a group that aren’t doing anything hedera related benefit the eco system?

Yes that's a fair point...and we only know this because of Stader transparency...but we don't know the conditions of any other development grants....and we don't necessarily know what IH did with the hbars do we?

Hedera itself needed capital in dollars to keep working, so they wanted to sell more ħ to investors. Jordan knew it was a good investment and struck a deal with them. He got ħ at 2¢ (at the time the deal was made it had never been above 8¢ for any length of time, and was trading around 3¢ I believe). He got the low price because he spent $8.6m to keep hedera cash flow moving, but they wanted a guarantee he wasn’t going to immediately sell and tank the price, so to get the lower price he had to agree to a lockup period so he didn’t receive the ħ for many months. I don’t trust Jordan much anymore due to the eth nft dot com genesis key grift, but I don’t believe this sale was a scam, it was a deal that was mutually beneficial at that point.

Lock up period for employees getting shares at discount in corpo is 3 to 5 years. Any shorter lock up period is not fair deal for ecosystem and retail buying at higher prices on exchanges, and many don't sell.

I wouldn’t call it a huge discount either - if they’d tried to sell 430m ħ on the open market at that time, the slippage would have pushed the price below 2¢ which would have also hurt the ecosystem so if they needed cash flow to keep the lights on, it prevented that community-killing drop.

They were as Hedera not long after raising 100M usd, so not sure if 10M usd was needed immediately for them. They could have sold on monthly basis what was needed or in auction above 12 cents, then exchanges would match the price
