i am asking because we need to give more utility to the PERP token in order the price to go up and not give it to market makers only to sell it

There are already some fee discounts available, by using a referral code. https://support.perp.com/hc/en-us/articles/5748818123289 In the future traders can stake PERP to get vePERP, which will entitle them to some cash back in USDC (although it may not be a lot to start). There will also probably (keyword probably) extra rewards using $OP tokens.
